Finally here;

updates for the 2024 budget. This includes no software or package updates; strictly budget numbers.

I have a staging instance setup at https://refundcleveland-staging.herokuapp.com ;

the numbers, functionality work as expected, except a 500 server error when submitting the actual budget.
