It might be nice to have a short little blurb about the line items in the little Details pop-ups. Like, what does "public works" mean, as compared to "capital projects"? Not a priority.

Some thinking aloud/ideas:

linking to a specific link or section (would the links alone be enough of a hint to users that there are summaries there, or would that benefit from a one liner/hint ) ? (e.g. "check the links to briefly learn what each of these topics covers"
