Deploying PVnet to production

Detailed Description

had a probably as the adjuster was turned on, but there were no ME results.

Context

the adjuster looks back at the last 7 days and finds the average error

Possible Implementation

add envvar to code to turn on and off adjuster, so its easy to turn on and off
