Maybe becasue of EUMESAT data outage

This bug was due to PVnet 1 error in the airflow dag. This was stopping PVnet 2 running. Perhaps a good motivation to move dags into seperate files to reduce risk. The deeps, where due to the forecast going back to national_xg.

The blend service saw that pvnet 1 and 2 were more than 2 hours old so decided to use national_xg. We perhaps want to increase this tolerance as we know pvnet 1 and 2 are probably still better 2 hour later than national_xg
