update how venv are created

I'm not js expert and I didn't know rxjs before so I may have misandurstood how it works. The idea of the PR is as follow:

• check if venv path exist: yes: create the directory, else go on
• check if a venv exist
• if no venv check if an update is needed (if I need help or if there wehere no env I go on). If a updated is needed I recursively destroy the current one.
• create a venv including ipykernel, wheel and pip
• add all the requirements (using install -r requirements.txt)
• create a kernel using ipykernel (ignore if already existing)

I would like to test it but I have 0 clue how to do so. @cdanielw could you have a look and let me know if it makes sens ?
