remove module "SAR Time Series Analysis" #247

As reported in https://groups.google.com/g/sepal-users/c/Kz6qddDuauc and confirmed by @BuddyVolly (maintainer), the app is no longer supported since it was replaced by "CUSUM time-series change detection".

Can we remove it from the app dashboard?
