Change Unix Time structure so base unit is second but is encoded in milliseconds

Steve,

1. A minor editorial suggestion: The temporal concepts section talks of Unix time, Unix seconds, etc, but no mention of milliseconds.

The normative section mentions Unix milliseconds.

I think they need to be tied together. Is there a precision limitation implied and should it be explicit? I.e. Am I allowed to specify some nano-machine GeoPoses with microsecond precision?

2. A minor editorial suggestion: In Section 4.1, delete first occurrence of “In the NASA SPICE system, the inner frame is referred to as the to frame.”

Otherwise the document is looking good.
