Implement direct ingestion of GTEx V8 in a production setting #3096

This is a sub-issue of https://github.com/opentargets/issues/issues/3024.

The goal is to have GTEx V8 ingested directly, without relying on Expression Atlas, and for the code to be merged into https://github.com/opentargets/evidence_datasource_parsers/.
