Previously, the ot-release-metrics app was able to run pre-ETL metrics.
At some point this functionality was removed, and for the past several releases the metrics were run using this temporary gist: https://gist.github.com/DSuveges/770985567654bf6ce5a8f583b916d555
As we plan to dockerise and automate the metrics (#3121), we need to bring back this functionality.
