Mirror deCODE pQTL data into the Gentropy Vault #3236

As discussed with @addramir, there are some problems preventing us from downloading the DECODE pQTL data, namely that the standard aria2 approach suggested by them does not work.

I have identified a way to work around these problems, so the data can now be mirrored.
