Open Targets Platform GraphQL API deployment details need an autoscaling policy update as follows:

Initialisation period: from 60 seconds down to ~20 (verify with API bootstrapping timeline)
CPU utilisation: from 40% up to 65% if traffic can be handled within the API bootstrapping timeframe
