Minor updates for a repeated gentropy ETL run

Upon a thorough QC following the 24.03 genotropy data release some issues were revealed:

1. A suspiciously low number of variants in the variant index
2. Strange distribution of PICS credible sets on a probability/cred.set size plot

After identifying the root causes, the following actions were planned:

• [x] The PICS step needs to be updated to apply a 99% credible set filter on the locus.
• [x] Rename PICSed datasets to make dataset names more telling[1].
• [x] Re-run FINNGEN pre-process with filtered PICS step (excluding SuSiE finemapping ingestion).
• [x] Re-run GWAS Catalog pre-process with filtered PICS step.
• [ ] The configuration of the variant index step needs to be updated to make sure the right study locus dataset is picked.
• [ ] The ETL will be re-run, while removing the 24.03 folder.
