While working in the pharmacogenomics ETL step, I've found the helper function MapDrugId which only client is the pharmacogenomics step, at this line.
It seems to be a helper particular to the pharmacogenomics step, taking into account that the ETL step lives in its own folder, helpers that are meant to be specific for that step should actually reside within its packaging scope.
After further checks, the only DrugUtils client is pharmacogenomics.
