Add QC flag to PICS top-hits in studies for which we have PICS sumstats credible sets #3508

As initially proposed by @addramir and discussed with @DSuveges, we want to flag all StudyLocus (credible sets) from top hits (PICS) in studies for which we have PICS summary statistics credible sets.

This should help us remove the flagged credible sets to avoid redundancies from PICS sumstats vs PICS top-hits.
