Description:

Implement the color updates specified in the UI refresh epic. This includes improvements to shared color utilities, link colors, sequential palettes, categorical palettes, and intent colors to enhance consistency and accessibility across the web application.

Acceptance Criteria:

• Shared color utilities are updated across the platform and packages.
• Link color adjustments are made (e.g., Target -> Mouse phenotype).
• Sequential palette updates for features like associations on the fly and prioritization.
• Categorical palette adjustments (e.g., Bibliography).
• Intent colors for various states, such as the Downloads error state on the Target page:
  • Default, call-to-action (primary), success, warning, and danger colors are updated.
