Coloc resolver in API is returning incorrect matches #3584

Describe the bug e.g. studyLocusId “-6456618190173293809". It should not return colocalisations in different chromosomes. It's likely that the resolver is not working correctly

Observed behaviour e.g. studyLocusId “-6456618190173293809" is returning many colocs from different chromosomes.
