Update explanatory text layout in Pharmacovigilance section #798

In the React rewrite version of the drug summary page (e.g. Acetaminophen - CHEMBL112), the text in the Pharmacovigilance appears in the detail view, rather than in the heading/subheading section (see below for an example)

Can we please alter the text and layout so that it appears in the heading/subheading section and has the same look and consistency of the other sections? (see below for a mockup of the proposed solution)

For the text, can it please read the following?

Post-marketing adverse events for DRUG NAME submitted by healthcare professionals to the FDA Adverse Event Reporting System (FAERS) with a log likelihood ratio above a critical value (CV) threshold - see our adverse event report documentation page for more information.
