Add sequenceNr to all action types #50

Is your feature request related to a problem?

Currently stops are the only action type that can provide a sequenceNr, this is inconsistent and limiting. When working with actions within a stop there is no way to explicitly to label the sequence. Only implicitly by the order they are in.

Describe the solution you'd like Add the sequenceNr to all action types. This is consistent and predictable.

Describe alternatives you've considered Using the external attributes, but this is inconsistent with stops.

Additional context ArtSystems working with OTM have explicitly asked for this.

Discussed with @woutvandenheuvel and @mennolambooij and we see no reason not to add this
