Support Goods Items costs

Is your feature request related to a problem? After extensive discussion in https://github.com/opentripmodel/otm5-change-requests/issues/21 it seems the consensus moves towards adding gross costs + BTW to goods. Since the actual products being transported can be important for customs.

Describe the solution you'd like There are a few possibilities:

• Add productCosts and btwPercentage to goods items.
• Add a single costs field and have the productCosts and btwPercentage be a part of that.
• Add these things to the classificationLines.

Describe alternatives you've considered Did you try to solve it with the current specification? If so, how? Please be as clear and concise as possible.

• BTW should be VAT, if it should be included at all.
• If relevant for customs it should be about value and not about costs.
