This is a simplification of PR #11

In this PR, the proposal limits the filtering to Packages and Channels, but also introduces a Filter Specification object allows the filter to build and curated catalog index image from multiple index sources.

This avoids the complex merging process that would otherwise need to be implemented.

Closing. This is now being handled through file-based catalogs and veneer approaches.
