Enhancement for Pipeline Support #5

Add an enhancement that describes the tooling and designs needed to support the release pipeline for operators.

I'll echo a comment @kevinrizza made -

One thing that would help (me, and presumably our stakeholders) evaluate this would be:

  1. A quick overview of how the pipelines we're concerned about today are structured
  2. The changes we expect to make to those pipelines
  3. Specific opm commands that are required to support those changes

Right now it's structured as:

  1. A set of opm commands
  2. A description of a future pipeline

Which is making it hard to decipher how we should prioritize work within this enhancement

This has a lot of great discussion, but some of it is also very out of date. Let's close for now and try to get the good user stories / pipeline discussions into another enhancement.
