Delete build_spec.yaml #106

Although we have a mechanism to accept a PR in this repo it is not something we really do. This repo is more of a mirror of our internal source repo. It will be far easier for us to do this change internally and let our normal mechanism push that change through to GitHub.

sure, we just don't need the file to be in the repo to run an internal audit. So you can remove it internally and then push here. Should we keep this PR open as a reminder?
