Update MacOS silicon example to work with current project defaults

When working with the current project defaults on an Apple silicon Macbook running Sonoma, a changes are required to make the example work

an additional volume reco is created for the FRA
that volume is mapped to /u03/app/oracle in the docker run command
the data volume is remapped to /u02/app/oracle/oradata in the docker run command
the image name is updated to oracle/db:19.19-EE in the docker run
