Put logic into app/functions/api + add Inscription data structure

data will either come from internal/external API endpoint exposing postges data. checkout ordilabs/bitcoin-scanner#14 for a preview.

unfortnunatly right now bitcoin-scanner can't be run at the same time as bitcoin-core (mempool data for live). Ideas how to go forward were discussed in https://github.com/ordilabs/live/issues/98

next steps:

[ ] move the inscription_record to ord-labs so it can be used both
[ ] integrate scanner, live API and postgres

maybe using some comination of

crate::sqlx
tried-and-tested GraphQL Juniper
