start_over script should wipe /var/cache/yum/oscar_* #264

Reported by bli on 20 Sep 2006 04:02 UTC I think as part of the startover (uninstallation) process, `/var/cache/yum/oscar*` directories should be removed. When re-installing OSCAR versions, some old cruft with the yum cache may cause package installation problems.
