Reported by olahaye74 on 20 Feb 2014 14:59 UTC cluster id should not be hardcoded and assigned at bootstrap in the Networks table. It should only be initialized when Adding a cluster and choosing a network for that cluster.

set as minor as we only deal with a single cluster for now.
