all_nodes_up.apt: check si_status: must be "rebooted". #659

Reported by olahaye74 on 26 Feb 2014 12:37 UTC Enhance the test: make sure that all nodes in the /var/lib/systemimager/clients.xml file are in state "rebooted" (102).

Use ides from /usr/bin/si_status (from netbootmgr package).
