[pullup-trunk] configuration parameter "write_local_priority" is not honored in gfarm v2 #125

This configuration parameter is ignored, and local filesystem node is always selected in case of a file creation, and local node doesn't have any special priority in case of modifying an existent file.

The latter is reported in #141 too.

Related tickets:

#681 - if there isn't a replica in write_target_domain, and there are multiple replicas outside of it, write-mode open fails with "no filesystem node" timeout

another fix was made in r7560 on the 2.5 branch by tatebe@-san.
it seems the fix hasn't been applied to the 2.6 branch and the main trunk, yet.

see #681 about a bug which was found after the milestone:gfarm-2.5.8-rc1 release.
