chore: use course-discovery openedx-atlas requirement | FC-0012 #53

course-discovery now maintains its own base.in requirement for atlas the tutor-discovery no longer needs to install it.

This pull request is part of the FC-0012 project which implements the Translation Infrastructure update OEP-58.

@regisb this is ready for review. I've tested locally and the discovery requirement is being installed correctly.
