This PR adds 3 new commands to simoc-sam.py:

add-vernier-rules: adds Linux-specific USB rules for Vernier sensors access.
add-mcp-rules: adds Linux-specific USB rules for Adafruit MCP2221 access.
add-usb-rules: adds Linux-specific rules for USB devices access.
