WIP: create from upstream #129

This is the initial proof of concept work. And it works actually. I managed to create source-git repos for chrony, python-docker and libvirt.

The code is absolute mess - I did not polish it since it's gonna be moved to the packit repository. The main problem is the difference in CentOS and Fedora dist-git formats - we should have a mechanic to implement both formats and make the conversion process work with Fedora and CentOS.
