Handle empty `%prep` sections #164

Some packages (probably mostly the ones providing macros) have an empty %prep section or are completely missing the %prep section.

In these cases files found in SOURCES (which are not archives downloaded from the lookaside cache) could be used as the content of the repository.

A recent example is go-srpm-macros.
