API to Remove Undeployed Versions #701

It would be useful to be able to prune undeployed versions (optionally filtered by pactipant id and/or environment id) from the deployed_versions table via a REST API and/or pact broker CLI. This table can grow quite large and there is currently no safe way to prune it.
