Correct step about uncertified orbs #31

I think we'll be getting the certified designation shortly.

Huh, I misunderstood this setting. We do now have a "partner" designation but that is not the same a "certified." I think I need to leave this notice in the README but re-write it. See https://circleci.com/docs/2.0/orbs-faq/#using-3rd-party-orbs
