@SixStringsCoder sent me his settings which cause this layout to occur:

Settings > Accessibility > Display & Text Size > Larger Text - YES, set to Larger Text
Settings > Display & Brightness > Text Size > (Larger than the median value?) - This is set to slightly past mid-point on the range slider
Settings > Display & Brightness > Display Zoom > Larger Text - YES, set to Larger Text

We probably want to take such zoomed-in interface settings into account on all screens.
