so far we've had the defend process ping the availability of lights on it's own.
the defend process was not that reliable so I haven't had it running. Without the
defend process running i can't have responsive lights.
If I have the pinger (or some other process) ping the lights and then feed the
event system, I get logging, more flexibility about how defend is implemented. So
at the very least I can get to the bottom of the problems w/ defend.
