(Page) Up/(Page) Down button labels appear incorrect in Windows 8 (and possibly other environments) #91

When running testWidgets() on a Windows 8 system and viewing the "Notebook" 
widget, I noticed that the
- Page Up
- Up
- Down
- Page Down
buttons next to the data frame are incorrectly labelled.  The symbol for Page 
Up appears as an 'a' with an accent over it, Up appears as a 'p', and so on.

I've confirmed the same behaviour in Windows XP SP3.

Addressed in r250.  Further exploration has showed inconsistent behaviour with 
the special "Windows" symbols.  On RH's Windows system, the button labels 
appeared as intended, while on two of my systems, they didn't.  I've also 
changed the labels to better reflect their behaviour (<< rather than |< and >> 
rather than >|).
