BWidget declaration #92

Brian Ripley has noticed that PBSmodelling uses BWidget, which may not 
automatically be available on all operating systems.

His message follows:

It is BWidget, not Bwidget.

This is not part of Tcl/Tk, even if the Windows maintainers have been generous 
enough to ship it in the R-for-Windows installer.  It is *not* supplied with 
Tcl/Tk for OS X.

Please add to the DESCRIPTION file

SystemRequirements: BWidget

and submit an update to the package after checking the current CRAN logs at 
http://cran.r-project.org/web/checks/check_results_NAME.html,
replacing NAME by the name of your package.

Nick, I think you may already have done something about this, but could you 
please make the minor change needed and check that it fits with any other steps 
you've taken.

Eventually, we should add a comment about BWidget to the User's Guide.
