ENH: bit selection for energy range in line beam parameters #36

I think this implementation will work, but it needs more testing - I have been only testing it with dummy signal/slots for now - not sure how will act in the real environment.

Partially addressing #28

What I have so far: line_beam_parameter_2

I'm going to merge this. I'll do testing before any real deployment and perhaps we revisit if needed.
