Application Form cant be validate #476

What steps will reproduce the problem?
1.Open an application form
2.Submit it without any values
3.It Shows Thank you for the application message

What is the expected output? What do you see instead?
The form fields should be validate.

What version of Job Manager are you using?
0.7.20

What version of WordPress are you using?
3.4.1

Please provide any additional information below.
Resume files, pdf,docs are not been stored with application submission.
