Upload resume holding page #570

What steps will reproduce the problem?
1.I want to be able to edit the text on the holding page for vacancies when 
there are no jobs listed. I can't access this anywhere.

What is the expected output? What do you see instead?
I don't want people to be able to upload their resume to the website at all. We 
do not accept applications this way. We want it to say "There are no jobs 
currently available at East Barnet School, please check back again soon."

What version of Job Manager are you using?
7.2

What version of WordPress are you using?
3.5.1
