Remove Internet2 OWAMP servers from ntp_known_servers list #29

Raised this issue with Matt Z and included Luke, we'll see what happens from here

I've raised the timekeeping issue with management here. There's agreement that it needs to be handled in a more-organized way than it has been for internal and external users. I'm supposed to be cooking up a proposal that might be acted on next year.

Thanks, Mark! I'm assuming whatever happens won't be on the 4.0 timeline then, so I'm creating 4.1 and bumping this out.

At least one of the I2 servers died (HOUS, if memory serves).

We need to review the NTP servers we have listed and make sure they all still work, and remove the one that we know is dead.

Thanks to feedback from Antoine, I removed one of the Zurich servers; there are 2 others, so we should be ok there.

I removed some broken servers and added a couple NIST replacements from this list.

Unfortunately we don't have any servers in Alaska now. The RNP servers are still broken, still planning on followup on this but will wait until post-4.1 for further changes here.

For the 4.3 release, we need to review what is still alive and determine if there is anything to do in the interim.
