owamp.log empty on Ubuntu #392

In a default perfsonar testpoint or toolkit install, the owamp-server log file, i.e. /var/log/perfsonar/owamp.log is owned by perfsonar:perfsonar. This causes a problem on Ubuntu with rsyslogd running as user syslog:adm:

This works on 3 machines from the dev mesh.
