Configdaemon failure on a IPv6 only enabled host #443

Hi guys, The default configuration of the config daemon does not allow for flawless operation of the service on an IPv6 only enabled host:

r75:~$ grep address  /etc/perfsonar/toolkit/configdaemon.conf
address     127.0.0.1
