Build full system

Currently only build strata in pipelines; once all strata built successfully we need to build the system using a system pipeline.

Could create a system pipeline to call strata.yml in sequence instead of construct-pipelines.sh?

This could take the following format (requires testing first!):

• name: build-essential serial: true plan:
  • aggregate:
  • get: ybd
  • get: definitions
  • get: scripts
  • task: deploy file: system/build-essential.yml

Which would be repeated for all strata and grouped as one item?
