Add postgresql conf default for auth-delay #35

This task has been extended to refactoring the setup/merging of variables, for use in various Roles.

  1. Manifest defaults can now be defined in group_vars/all/default_manifest.yml
  2. All Roles can now re-use a consistent inventory definition of variables
