I've been testing the Android 10 Quack ROM since its firsts beta releases and I'm not able to change the wallpaper on just Android 10 based ROMs, I've been using AOSP9 and this problem never came out.

Same issue here with my Asus Zenfone Go, only on Andoid 10 based ROMs.
