Which variant of GSI did you flash?
What did you install?
Is boot/vendor original stock (unmodified and without magisk)?
Please provide logs from boot animation (adb should be available).

Sorry for the late reply, but my phone is the Oukitel K13 Pro with the MediaTek MT6762. The GSI ROM was your latest on with February security patch and as with all GSI ROM's, flashed it through fastboot, wiping the system, erasing userdata then rebooting the phone to set up the GSI ROM.
Should I simply have, 'dirty flashed' it, the term that is used these days. As in just simply flashing your GSI ROM over my android 9 rom. Then the rebooting of your rom should work then?

Perhaps it is just your device. Most people are happy! I test altleast 1 new China device every 6 months all is good.
General advice: Overall it is normally not recommended to use erase userdata. Usually erase system, flash system, then start. It is possible the OS asks you to enter password to decrypt. Then just give someting. It will fail to decrypt and ask you to factory rest. Say yes.
Or if it boots properly: If all your storage>/data is not available then just factory reset inside GSI. Wait for reboot. All will be good.
BTW, always try to paste logs. adb logcat ( https://bin.snopyta.org/ )

Yes it seems with oukitel phones that only certain gsi Rom's will actually boot up the first time and when you reboot it just stays on the boot animation screen.

This is a known issue I have in my GSI. This can be fixed by enabling a lockscreen on first boot, and selecting "yes" to "enable secure boot?" page

Hi. That's great. Just don't change it in the settings under security as if you change it to swipe it just stays on boot animation. So stick to the password or pin that you are on.

I have tested many android gsi ROM's on my phone and every android 11 ROM that I have tested will not reboot properly and stays stuck on the boot animation screen when loading up again. So you can use your ROM when setting it up, but once you have it setup and need to reboot the ROM on the phone due to an app or if you are trying to root your ROM and reboot your phone in to recovery and then from recovery you select reboot, the phone will reboot and it will get stuck yet again on the boot animation screen.
PLEASE FIX THIS. What good is a GSI ROM if you can only set it up and unable to reboot or turn off your phone. As once you boot it up again, it will get stuck at the boot animation screen and never load up the android OS. Then the only way to fix this is to do a factory reset in order for the Android ROM to load up again and all your apps you have installed are now gone as you are now in the arduous task of setting up your phone all over again. So PLEASE fix the reboot process and power on process of your ROM.
