Additional info:

• Data Service shown as "disconnected" in the 4636 service menu
• The same card and APNs work on other devices
• Tried setting persist.sys.phh.radio.force_cognitive, no change
• Log (booting, turning data on, choosing an alternative APN): data.txt

Had encountered this on AOSP 12.0 v402. But enable IMS network(as #2191 suggests) resolve this.
