BLE doesn't connect until scanned #2413

Current Behavior:

Gadgetbridge does not connect.

To Reproduce

Gadgetbridge
Click on the watch (added previously)
See it fails to connect (!)
WORKAROUND: run any BLE scanning app (the Gadgetbridge itself hangs here)
See Gadgetbridge connects to the watch.

Smartphone (please complete the following information):

Device: AGM H3
Build Flavor: lineage-19.1-20220511-UNOFFICIAL-arm64_bvS-personal.img.xz
Version based on v413 (I guess)

Additional context

WORKAROUND: run BLE scan then Gadgetbridge connects. Tried with different watch models. My phone also need this to work properly: https://github.com/phhusson/treble_experimentations/issues/376#issuecomment-470842885 But doing above doesn't help to this BLE issue.

problem persists with the latest TrebleDroid build (Android 13)
